I think we should use UTC times everywhere. We do that internally in our
application, to avoid various bugs with timezones as well as daylight
saving time and such. We only optionally convert to local time when
displaying timestamps on the screen.

It could be "nice to have" but it's not important up to the coming
competition, we'll have the information we need in the CUC file for that.
